This Writ Petition has been filed seeking for a direction to the second respondent to issue the Work Site Inspection Certificate and Working Condition of Plants and Machineries Certificate to the petitioner based on his application dated 22.12.2025, enabling the petitioner to submit the tender bid as per the Tender Notification issued by the first respondent vide Tender Notice No. 20/2025-26/HDO/NH dated 03.12.2025 for the package covered in serial No.3 in (Job.No.TN-CRIF-2025-26-MDU-34). 2/6

2.With the consent of the parties, the Writ Petition is taken up for final disposal at the admission stage itself. 3.Learned Counsel for the petitioner submits that the petitioner is a registered Class - I Contractor engaged in construction field executing government contract works. While that being so, the first respondent has issued a Tender notice No. 20/2025-26./HDO/NH dated 03.12.2025. The petitioner intends to participate in the said tender. For the said purpose, the petitioner needs to upload the Work Site Inspection Certificate and Working Condition of Plants and Machineries Certificate obtained from the second respondent. Hence, the petitioner has sent an application on 18.12.2025, seeking the aforesaid certificates.

Since the said application is yet to be considered by the second respondent, the petitioner has preferred the present Writ Petition. 4.Learned Government Advocate appearing for the respondents would submit that the last date for issuance of the aforesaid certificates by the second respondent is on 30.12.2025, upto 17:45 hours and she also undertakes that, before 17:45 hours on 30.12.2025, the second respondent will inspect and issue certificates to the eligible persons.

5.In view of the undertaking given by the learned Government Advocate appearing for the respondents, this Writ Petition stands closed. The second respondent is directed to conduct proper inspection and issue the Work Site Inspection Certificate and Working Condition of Plants and Machineries Certificate to the eligible persons on or before 30.12.2025. There shall be no order as to costs.
