This is an application filed by the Travancore Devaswom Board seeking permission and sanction to purchase a new vehicle (Bolero) mentioned in Annexure No.2 for the use of the Special Tahsildar, Kerala Land Conservancy Unit, Travancore Devaswom Board.
2. Going by the averments in the affidavit accompanying to the Devaswom Board Application, the vehicle used by the Special Tahsildar, a Tata Sumo bearing registration No.KL-01/V-7874 has become unfit to travel. Further, the fitness certificate of the said vehicle has also expired on 4.11.2014. Annexure A1 report on replacement of vehicles submitted by the Technical Advisor (Transport) recommended for the replacement of the said vehicle. Therefore, the Board has decided to purchase a new vehicle for the Special Tahsildar and obtained Annexure No.2 invoice from M/S.Mahindra & Mahindra Ltd.
3. It is seen from the affidavit that the Executive Engineer in charge of Estate Division has reported that, the Honourable Ombudsman has also directed the Board to provide a new vehicle to the Special Tahsildar, as the said officer has to travel a lot and long distance for land purposes, which are essential and indispensable. It
DBA No.1/2015 was in such circumstances that the Board has decided vide Annexure No.3 to purchase a new vehicle for the use of the Special Tahsildar.
4. We heard the arguments of the learned standing counsel appearing for the Travancore Devaswom Board as also the learned Government Pleader appearing for the Local fund Audit. Considering the fact that the vehicle used by the Special Tahsildar is not road worthy and that the said officer has to travel a lot and long distance for land purposes, we find it appropriate to grant the permission and sanction sought for in this application.
In the result, D.B.A. No.1 of 2015 is allowed granting permission and sanction to the Travancore Devaswom Board to purchase a new Bolero vehicle manufactured by M/S.Mahindra & Mahindra Ltd., mentioned in Annexure No.2 invoice for the use of the Special Tahsildar in the Kerala Land Conservancy Unit of the Travancore Devaswom Board.
D.B.A. No.1 of 2015 is allowed accordingly.
