We have perused the Government Orders and materials as well as the report of the learned Ombudsman. We see that an amount of Rs.4,00,00,000/- has been allotted for the purposes mentioned in the opening paragraph of the Government Order dated 26.11.2014 as regards the Travancore Devaswom Board, out of which, Rs.3,99,80,000/- is earmarked to different temples as per that Government Order. Having regard to the different restrictions imposed regarding the expenditure in terms of the Government Order dated 26.11.2014, we are of the view that though technically, the funds had been transferred by the Government to the TDB funds, it is not necessary to obtain individual sanction from this Court for
DBP.102/15 individual works. DBP is ordered issuing such clarification. In so far as the Ettumanoor Temple pond is concerned, let the work commence immediately, having regard to the ensuing Sabarimala season.
