1.We have seen the report of the learned Ombudsman. We are satisfied that the work has to be carried out. The materials placed along with the application also shown the requirement. The learned Ombudsman has rightly taken the view that the engineering department of the Travancore Devaswom Board has given explanation for the use of excess cement, since that is necessary to strengthen the boundary wall. It is also recorded by the learned Ombudsman that the cement is supplied by the Department and the contractor would not be benefited thereby. With this, we are satisfied that permission sought for is only to be granted.
2.In the result, this DBP is ordered granting sanction as sought for. It is also directed that the work shall commence immediately after the current Makaravilakku season and will
DBP.No.148/15 be completed at the earliest. Expenditure incurred for the work shall be subjected to audit after the completion of the work.
DBP ordered accordingly.
