We have considered the report of the learned Ombudsman and the views of the Temple Advisory Committee which appears through counsel. It is quite right that the Local Fund Audit has stated that the predominant requirement was to have Balikkalpura and Chuttambalam. We see that the prime requirement is not for a Nadapandal but for Balikkalpura and Chuttambalam. Under such circumstances, we order this petition directing that the Travancore Devaswom Board will take steps for making a proposal including estimate regarding Balikkalpura and Chuttambalam. We therefore decline to grant approval as sought for.

DBP ordered accordingly.
