The prayer in this review petition is to review and recall the judgment delivered by this Court on 5.1.2015 dismissing D.B.A. No.25 of 2014 and to grant permission to appoint Sri.K.Rajan, former Deputy Director of Education, as Special Officer on a consolidated pay of Rs.15,000/- per mensem to assist the Manager of the schools run by the Travancore Devaswom Board. It is stated that the assistance of the said person is required by the Manager to properly handle the matters and that the Secretary, Travancore Devaswom Board who is also the Manager of educational institutions cannot by himself attend to the work as Manager for the reason that he has to deal with various matters relating to more than 1400 temples. It is also stated that the Secretary of the Travancore Devaswom Board may not have sufficient time to look after the academic matters.
2. We have in the judgment sought to be reviewed held that the day to day administration of the schools is done by the Headmasters and clerical staff of the school. We have also held that
R.P.No.170/2015 the Manager comes into the picture only in the matter of making appointments, initiating disciplinary action and in the matter of passing orders of transfer. For discharging those functions, if the manager needs assistance of others, he can very well utilse the services of the existing staff of the Travancore Devaswom Board. The Travancore Devaswom Board has been running education institutions for the several past decades. Its employees would have by now become familiar with the way in which education institutions have to run and the provisions of the Kerala Education Act and the rules thereunder. In such circumstances, we find no reason to review the judgment delivered by this Court on 5.1.2015 dismissing D.B.A. No.25 of 2014. The review petition fails and it is accordingly dismissed. No costs.
