JUDGMENT

The petitioners have approached this Court with almost similar prayers. For convenience of reference, the prayers as given in WP(C) No.577 of 2012 are extracted below: (a) Call for the records leading to the issuance of Exhibits P-5 order/decision and quash the same by issuing a writ of certiorari;

(b) Declare that the B.Sc. Degree awarded by the Annamalai University to the petitioner as equivalent to B.Sc. Degree in Agriculture awarded by the respondent; (c) Issue a writ of mandamus or any other appropriate writ, order or direction commanding the respondent to issue equivalency certificate for B.Sc. Agriculture as sought for in Ext.P-4 application; (d) Pass such other orders as this Honourable Court may deem fit and proper in the facts and circumstances of the case."

The learned counsel for the petitioners points out that, the petitioners completed their degree from the Annamalai University and subsequently by virtue of their merit and eligibility, they were given admission for P.G Degree course in the respondent University. They have successfully completed the said course, but they are finding it difficult to apply for and obtain

jobs in various public sector undertakings and other Government Institutions mainly for the reason that equivalency certificate is not being issued by the University. The reason stated is that, they have taken a decision that Degrees awarded by the Annamalai University are no more to be recognised. The learned counsel for the petitioners also points out that the decision taken by the University was much after the admission given to the petitioners for the Post Graduation and having awarded the Post Graduate Degree, it is no more open for the University to take such a contention, as the rights of the petitioners have already been settled.

The learned standing counsel appearing for the University points out that the grievance projected from the part of the petitioners and other similarly situated persons has already been considered by the Executive Committee, who has already decided to constitute a Sub Committee. The matter has been referred to Sub Committee for consideration and necessary remarks/ recommendations are awaited. It is stated that, steps are being taken on war footing and that the matter will be considered and final decision will be taken within the shortest possible time.

In the above circumstances, this Court finds that no further orders are necessary for the time being and both the writ petitions are disposed of, directing the University to finalise the matter and inform the outcome to the petitioners forthwith, at the earliest, at any rate, within 'three months' from today. The petitioners shall produce a copy of this judgment, along with a copy of the writ petition, before the concerned respondent, for further steps.
