J U D G M E N T
The petitioner is aggrieved with the renewal of permit not having been granted. The petitioner had, in fact, replaced the vehicle, which was originally endorsed in the permit with another vehicle, the replacement of which was allowed by the RTA and the Secretary was delegated the power to grant renewal of the permit, subject to the Rules. The Secretary, however, has not issued renewal and hence the petitioner is before this Court.
2. The learned Government Pleader submits that the renewal is not made only since there are tax dues with respect to the vehicle which is now replaced in the permit. The said fact has also intimated to the petitioner, is the contention. In such circumstance, if the petitioner pays off the tax dues and produce sufficient evidence
