JUDGMENT

Heard the learned counsel for the petitioner and the learned counsel for the respondents, apart from perusing the record. Since the issue lies in a narrow compass, this Court proposes to dispose of the writ petition at the admission stage itself.

2. Briefly stated, the petitioner, a resident of the first respondent Grama Panchayat, is said to have been facing scarcity of drinking water since his residence is situated on a hilly area. Though the Grama Panchayat has taken up the construction of the public water tank, there is what is said to be unusual delay in its completion.

Under those circumstances, the petitioner along with other similarly situated persons submitted Exhibit P1 representation. Complaining of delay on the part of the second respondent in acting on the petitioner's request as contained in Exhibit P1, the petitioner filed the present writ petition.

W.P.(c) No. 3909 of 2015

3. The learned counsel for the respondent Grama Panchayat, on instructions, has submitted that the Grama Panchayat has been taking all steps to complete the project expeditiously. At any rate, the learned counsel has submitted that the petitioner's Exhibit P1 representation will be suitably replied to.

4. In the facts and circumstances, having regard to the respective submissions of the learned counsel for the petitioner and the learned counsel for the respondent Grama Panchayat, without expressing any opinion on the merits of the matter, this Court disposes of the present writ petition, as has been desired by the petitioner, with a direction to the second respondent to consider Exhibit P1 representation of the petitioner in accordance with law, and pass appropriate orders thereon as expeditiously as possible, at any rate, within a period of one month from the date of receipt of a copy of this judgment.

With the above observation, this writ petition is disposed of.
