JUDGMENT

The petitioner entered the service as a lineman in the Kerala State Electricity Board, at Mundakayam. He has been transferred from Mundakayam to Changanassery Electrical Division on 29/12/2011. Presently the petitioner is working at Changanassery. Thereafter, he made a request for transfer to Perumbavoor. This was allowed and Ext.P1 is the transfer order. The petitioner approached this Court for non implementation of the transfer order by relieving the petitioner from Changanasssery to enable him to join in Perumbavoor Electrical Circle.

2. The learned Standing Counsel for the respondent Board submits that it is on account of want of substitutes at Changanassery, they are unable to leave the petitioner.

3. I am of the view that when the transfer order is effected, it creates right on the employee to obtain a posting at a place to which he/she was transferred.

4. Considering the facts and circumstances of the case, the petitioner shall be relieved from Changanassery within two weeks from the date of receipt of a copy of this judgment. The writ petition is disposed of as above.
