JUDGMENT

The petitioner is studying for B.Tech. in the 5th respondent College, who has joined the National Service Scheme engaged in various social service activities along with other students. The case of the petitioner is that, in spite of such participation along with other 39 students, the concerned respondent did not issue any certificate to the petitioner as to the successful completion of the programme, allegedly for not participating in some programmes; without disclosing the particulars of such programmes, in which the petitioner did not participate. This made the petitioner to knock at different doors, which however did not turn to be fruitful. It is pointed out that, unless certificate is issued to the petitioner, the benefit flowing from such participation to an extent of granting 2% of grace marks by the University will stand denied to the petitioner and hence the grievance.

2. When the matter came up for consideration before this

Court on 13.08.2014, the following order was passed: "4th respondent is directed to forward the details of the petitioner. 2nd respondent shall take appropriate decision on the matter after receiving details from 4th respondent within two weeks."

Pursuant to the said order, the matter was considered and the 2nd respondent passed an order bearing No.A1/266/2014/NSS dated 04.09.2014, copy of which has been filed as Ext.P4 along with I.A. No.130 of 2015.

3. The learned counsel for the petitioner submits that, after detailed enquiry, the merit and credentials of the petitioner have been upheld and accordingly a decision has been taken to direct the Programme Co-ordinator, NSS Cell, Technical, Education Department to issue 'NSS Certificate' to the petitioner for the year 2011-2013 (shown as 2012-2013, but subsequently corrected as per Ext.P4(a) proceedings bearing No.A1/266/2014/NSS dated 12.12.2014).

In the above circumstances, the 3rd respondent is directed to take further steps to issue necessary certificate to the petitioner in terms of Ext.P4. The proceedings as above shall be

finalised at the earliest, at any rate within 'six weeks' from the date of receipt of a copy of this judgment.

Petitioner shall produce a copy of this judgment, along with a copy of the writ petition, before the 3rd respondent, for further steps.

The writ petition is disposed of.
