JUDGMENT

The petitioner has approached this Court with the following prayers:

"a. Issue a writ of mandamus or other appropriate writ, order or direction directing the first respondent to dispose the SM No.877 of 2013 within a reasonable time.

b. such other reliefs as this Honourable Court may deem fit and proper in the facts and circumstances of this case."

2. Heard the learned Government Pleader as well.

3. After hearing both the sides, the writ petition is disposed of, directing the 1st respondent/Deputy Collector (Land reforms) to finalize the 'suo moto proceedings' as above, in accordance with law, after hearing the petitioner and all the parties concerned as expeditiously as possible. Certificate, if any, shall be issued at the earliest, at any rate, within 'six months' from the date of receipt of a copy of this judgment. The petitioner shall produce a copy of the judgment along with a copy of the writ petition before the 1st respondent for further steps. P.R. RAMACHANDRA MENON, JUDGE.
