JUDGMENT

The petitioner, applied for regular permit on the route Elamkad Top-Pala Kottaramattom via Mundakkayam, Koruthodu, Kuzhimavu, Pampavaly, Mukkuttuthara, Erumely, Chernapady, Vizhikathode, Kanjirappally, Erattupetta and Bharananganam, which route passes through rural and ill served areas. Ext.P1 application for regular permit is pending consideration and in the meanwhile, the petitioner applied for a temporary permit. It is only appropriate that the temporary permit application being Ext.P7 be considered and orders passed thereon, especially when the regular permit application is pending consideration. In such circumstance, the writ petition is disposed of directing the Secretary to consider the application for temporary permit, and issue the same, if there is no legal impediment, within a period of one month from the date of production of a certified copy of this judgment.
