JUDGMENT
The limited prayer in this writ petition is to direct the second respondent to consider and pass appropriate orders on Ext.P3 without any further delay.

In the facts and circumstances of the case, there will be a direction to the second respondent to consider and pass appropriate orders on Ext.P3, in accordance with law, as early as possible, at any rate, within a period of two months from the date of receipt of a copy of this judgment, after affording the petitioner and all other the affected parties, if any, an opportunity of being heard.
