JUDGMENT
In this case, the petitioners who are the residents of the area which is demarcated as the area for the proposed Kuruppampady Grama Panchayat in Ernakulam District are aggrieved by the preliminary notification dated EM3/13(1)/2014 LSGD dated 25.5.2015 for the reason that certain areas in Rayamangalam Grama Panchayat were not included in the proposed Kuruppampady Grama Panchayats as per the aforesaid preliminary notification.
2. Arguments have been heard.
3. This Court by judgment dated 10th July 2015 in WPC Nos.15524/2015 and connected cases quashed G.O.P.No.140 and 141/15/LSGD dated 25.4.2015 so far as the said notifications create new panchayats carving out areas of existing villages without a prior notification by the Government under Article 243(g) of the Constitution of India.

4. In this case, the petitioners are aggrieved by the non-inclusion of portions of certain areas in the existing Rayamangalam Grama Panchayat to the proposed Kuruppampady Grama Panchayat in the preliminary notification dated 25.5.2015.
The demand now made by the petitioner is against the provisions of the Panchayat Raj Act as well as Article 243(g) of the Constitution of India. Therefore, this Court is of the view that there is no reason to allow this writ petition.
In the result, this writ petition is dismissed in the light of the ratio in WPC No.15524/215 and connected cases.
