JUDGMENT

The petitioner is a student of Government Law College, Thrissur. She is residing at Ernakulam with her two daughters and her husband is doing business in UAE. The petitioner's husband comes to the petitioner's house once or twice in a month. Though the petitioner has opted for Government Law College, Ernakulam, she was allotted a seat at Government Law College at Thrissur.

2. The petitioner alleges that she finds it extremely difficult to reach the college every day from Ernakulam to Ayyanthole and therefore, she has made all her effort to get an inter university transfer from Thrissur to Ernakulam. However, it could not evoke any positive response. It is with this background, the petitioner has approached this Court.

3. The respondent university has filed a statement.

2. Heard the learned counsel for the petitioner, the learned Government Pleader and the learned standing counsel for the respondent university.

3. The learned Government Pleader on instructions submitted that two seats in the special quota for the Academic Year 2014-15 remain vacant as the two students who joined last year have left without completing the studies.

The learned standing counsel for the respondent university, inviting my attention to the statement filed, would submit that the university does not entertain inter university transfer applications of LLB students on the ground that the syllabus of LLB courses at colleges under different universities are different. However, the petitioner has undertaken that she is ready to take the entire examinations of the course under the respondent university.

5. The learned counsel for the petitioner submitted that the petitioner's request was rejected by the second respondent, Principal, on the ground that there is no specific provision or order for such transfer.

As the petitioner is ready to take all the examinations of the LLB course under the respondent university and as two seats in the special quota for the Academic Year 2014-2015 remain vacant, this writ petition is disposed of directing the second respondent to admit the petitioner in one of the vacancies now available for the

WP(C)16635/15 -:3:- IInd Semester L.L.B Course-2014-15. The third respondent shall issue the order relieving the petitioner from that college at the earliest. The petitioner shall take all the examinations as per the regulations of the respondent university and as per the schedule of the examinations fixed by the university.
