JUDGMENT

The limited prayer in this writ petition is for a direction to the second respondent to consider and pass orders on Ext.P2 representation submitted by the petitioner.

2. The petitioner alleges that the first respondent by its order dated 11.3.2013 granted permission to Local Self Government Institutions within the State to take up housing development schemes for the poor. According to the petitioner, as per the scheme, the local authorities can undertake housing development schemes for the poor in the respective panchayats and it enables availing of credit from external sources.

3. The petitioner further alleges that under the scheme, the co-operative societies/banks operating within the territorial limits of the panchayat shall provide financial assistance by way of housing loans to the needy who are the beneficiaries under the scheme. The petitioner, being the standing committee for poverty alleviation in the panchayat, is concerned with the implementation of the

WP(C)18289/15 -:2:- scheme. He alleges that the scheme is not being implemented properly. Therefore, he submitted representation before the 1st respondent with a copy to the 2nd respondent seeking intervention in the matter. However, the 1st respondent is not taking any action on the representation.

4. Arguments have been heard.

When the matter came up for hearing, the learned counsel for the petitioner has confined his argument to the limited prayer for a direction to the respondents to consider and dispose of Ext.P2 representation submitted by the petitioner, this Court is of the view that the writ petition can be disposed of even without issuing notice to the respondents 3 and 4. Notice to 1 and 2 is dispensed with. Therefore, the writ petition is disposed of directing the respondents to consider and pass appropriate orders on Ext.P2 representation after affording the petitioner an opportunity of being heard within a period of two weeks from the date of receipt of a copy of this judgment.
