JUDGMENT
The petitioner submitted an application for converting his paddy field. The 2nd respondent, Revenue Divisional Officer, who is the competent authority, refused to accept the same in view of Ext.P2 order issued by the Principal Secretary to the Government restraining the statutory authorities from exercising their independent function. The Principal Secretary to the Government in Ext.P2 directed that all applications for conversion of paddy field for agricultural/ nonagricultural purposes shall not been entertained since a new bill called the Paddy Field Protection Bill, 2007 had been introduced in the State Assembly on September, 19 and the same had came into force on the very day itself. The petitioner alleges that the above interpretation of the 2nd respondent is illegal. It is with this background, the petitioner has come up before this Court.

2. As the Kerala Conservation of Paddy Land and Wetland Act has come into in force as per Notification dated 12.8.2008, the writ petition is closed permitting the petitioner to approach the authorities concerned under the existing law, if he is having any subsisting grievance.
