The notice issued to the 4th respondent returned with the endorsement 'unclaimed'. Though this Writ Petition was listed before the Registrar (Judicial) on 11.3.2013 for taking steps to cure the defects, there was no representation for the petitioner. Today also, when the case was taken up for consideration, there is no representation for the petitioner and no steps have been taken to complete service of notice on the 4th respondent.
