Ashok Bhushan, CJ Heard the learned counsel for the petitioner and the learned Government Pleader.

This writ petition has been filed in the form of a public interest litigation challenging the amendment in the prospectus with regard to admission under Management quota in Private Self Financing Engineering Colleges. The petitioner submits that the State Government by its order dated 4.6.2015, Ext.P2, has made some change for the criteria for admission under Management quota in Private Self Financing Engineering Colleges. The petitioner, in paragraph 1 of the writ petition, has stated as follows :- "Petitioner is a citizen of India. He is a Journalist working with "Janmabhumi" News Paper. He is also the Secretary of a non Governmental Organisation viz, Jankeeya Suraksha Vedi, at Piravanthoor at Kollam. Petitioner is the State Committee member of the Sree Narayana Dharmavedi Youth Movement at Kollam."
-: 2 :- The petitioner claims to be a Journalist and Secretary of a non governmental organisation, who has come up with this writ petition challenging the process for admission in Private Self Financing Engineering Colleges. The rank list had already been published in May 2015.

The learned counsel appearing for the State submits that the allotment, in so far as the Government quota had completed two rounds and the admission in the Private Self Financing Engineering Colleges has started. It is submitted that the criteria, which has been prescribed on 4.6.2015 is in accordance with the All India Council for Technical Education (AICTE) norms.

Be that as it may, from the facts of the case, it is clear that the petitioner is challenging the process for admission in the Private Self Financing Engineering Colleges. There are no such pleadings in the writ petition on the basis on which, at his instance, the writ petition as a public interest litigation, can be entertained challenging the process of admission in the Private Self Financing Engineering Colleges.
