J U D G M E N T
The petitioner is aggrieved with the desirable norm specified in Ext.P1 insofar as experience of organizing at least three programs of more than 3000 participants. The petitioner was apprehensive as to whether that meant the participants in the exhibition having their own stall, which, in any event, is said to be impossible of compliance.

The learned Government Pleader, on instructions, submits that what was intended was spectators and not participants with stalls and moreover the same is only a desirable specification.
