J U D G M E N T

According to the petitioner, even though complaints were filed by him regarding a cognizable offence, no case has been registered and no proceedings have been initiated against the culprits. According to the petitioner, he is the contractor who bid the privilege for conducting a market and that some persons are not ready and willing to pay the concerned fee legally due to him. When he demanded the fee, according to him, he was threatened through anti-social elements and he was beaten up. Further according to the petitioner, he has filed Exhibit P4 complaint dated 06.07.2015 before the Station House Officer, Paravur Police Station.

2. On going through Exhibit P4 complaint, it does not give any details with regard to any specific offence involved. The Police cannot be found fault with in not registering a

W.P.(C).No.24888 of 2015 crime on the basis of Exhibit P4. In case the petitioner has any grievance, the petitioner can approach the Police with a proper complaint. In case such complaint reveals any cognizable offence, the Police shall register a crime on the basis of such a complaint and investigate it. With the said observations, this Writ Petition (Civil) is closed.
