JUDGMENT

The petitioner has constructed a residential building in Ward No.VII of the second respondent Grama Panchayat. He has submitted Exhibit P1 application dated 20.09.2013 to the first respondent for building number.

2. The learned counsel for the petitioner has submitted that without the building number, he could not obtain the electricity connection, ration card, etc.

3. Questioning the delay on the part of the first respondent in assigning the building number to his residential building, the petitioner has approached the Taluk Legal Services Authority. The issue was settled mutually in Lok Adalat and Exhibit P3 order was passed on 17.10.2014. Ventilating his grievance that the first respondent has not yet assigned the building number despite Exhibit P3 order, the petitioner has approached this Court.

4. The learned Standing Counsel for the Grama Panchayat has submitted that on verification, the Committee of the Grama Panchayat has found that there are certain irregularities committed by the petitioner while constructing the building. According to her, the matter has been actively seized of by the Grama Panchayat which is to take steps in accordance with law.

In the facts and circumstances, having regard to the respective submissions of the learned counsel for the petitioner and the learned Standing Counsel, this Court disposes of the writ petition with a direction to the first respondent to assign building number to the petitioner's residential building provisionally in the light of Exhibit P3 award as expeditiously as possible. The said provisional numbering shall be subject to the decision to be taken by the respondent Grama Panchayat. Dama Seshadri Naidu, Judge tkv
