JUDGMENT

The grievance of the petitioner is with regard to the callous inaction on the part of the respondents in considering the grievance projected by way of Ext.P1 representation, whereby a request has been made to constitute a Welfare Fund Board for the local Journalists working in the State of Kerala.

2. The petitioner who claims to be the President of the Kerala Journalist Union, considering the pathetic condition of the local Journalists working in the State of Kerala, has been submitting various representations before the Hon'ble Chief Minister and other Ministers concerned, for constituting a Welfare Fund Board, for the well-being of the local Journalists. On submitting the representation in the year 2011, the matter was considered and in the Budget Speech of 2012-2013, the Finance Minister declared that a sum of Rupees One Crore was set apart for setting up a Welfare Fund Board for the local Journalists.

Despite the subsequent representations/reminders, nothing turned out in the positive. It is in the said circumstances that the petitioner is constrained to approach this Court, seeking for a direction to cause Ext.P1 to be considered and finalised at the earliest, simultaneously pointing out that the said representation now stands forwarded to the 2nd respondent, before whom the same is pending.

3. Heard the learned Government Pleader as well, who points out that the petitioner has approached this Court only in his 'individual capacity'. But the fact remains that the representation has already been forwarded to the 2nd respondent, as borne by Ext.P2 communication issued from the office of the Chief Minister.

4. In the said circumstances, there will be a direction to the 2nd respondent to pass appropriate orders considering all the relevant facts and circumstances with regard to the grievance projected in Ext.P1, which shall be done as expeditiously as possible.

Petitioner shall produce a copy of this judgment, along with a copy of the writ petition, before the 2nd respondent, for further steps.
