JUDGMENT
The application for variation of regular permit put in by the petitioner has been hanging fire for loug. There is justification in the contention of the petitioner that the matter cannot brook further delay. Either Ext.P4 general concurrence(if the same is applicable) can be relied on or else the variation can be granted subject to the counter signature of the permit.

I direct the first respondent to take the proceedings to a logical end within a period of one month from today. It is open to the first respondent to adopt either of the courses indicated above.
The writ petition is disposed of as above.
