Heard Mr. R.N. Rout, learned counsel for the petitioner and Mr. D.K. Mohanty, learned Additional Standing Counsel. 3.
At the outset, Mr. Rout undertakes to serve an extra copy of the brief on the learned counsel for the State. 4.
According to Mr. Rout, the grievance of the petitioner in this case pertains to non-registration of his complaint dated 16.11.2021 under Annexure-1 as F.I.R. by I.I.C., Golanthara Police Station (opposite party no.3), which was sent through Speed Post on the same date, though the same reveals commission of cognizable offences. He further submits that though against such inaction, the petitioner has approached the Superintendent of Police, Berhampur (opposite party no.2) by sending a grievance petition dated 16.11.2021 under Annexure-3 through Speed Post on the same date, however, till date no action has been taken on the same. In such background, he prays that necessary direction be given
// 2 // to the opposite party no.2 to take a decision on the said grievance petition within a specific time period. 5.
Considering the submissions made and without expressing any opinion on the merits of the case, this Court directs the Superintendent of Police, Berhampur (opposite party no.2) to take a decision on the grievance petition dated 16.11.2021 under Annexure-3 in accordance with law keeping in the mind the decision of the Supreme Court in the case of Lalita Kumari v. Govt. of U.P. & Others reported in AIR 2014 SC 187 within a period of four weeks from the date of production of copy of this order, if in the meantime, the same has not been already disposed of. The petitioner is directed to supply copies of the complaint under Annexure-1 as well as grievance petition under Annexure-3 to the Superintendent of Police, Berhampur while presenting a certified copy of this order. Opposite party no.2 is directed to communicate the result of such exercise to the petitioner. 6.
The CRLMP is accordingly disposed of.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. 514 and 515 dated 7th January, 2022.
