1. The Petitioners' representation dated 31st August, 2021 shall be examined by the Collector and District Magistrate, Balasore (Opposite Party No.2) and after issuing notice to the Petitioners as well as Opposite Parties 5 and 6 and giving them an opportunity of hearing, a reasoned order shall be passed thereon not later than 4th April, 2022. The said order be made available to the parties not later than 11th April, 2022. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
