Heard Mr. S.K. Samal, learned counsel for the petitioner. 3.

The petitioner has filed this writ petition challenging the order dated 13.08.2015 passed by the State Administrative Tribunal, Cuttack Bench, Cuttack in O.A. No. 3704 (C) of 1996. 4.

As it appears, though State Administrative Tribunal, Cuttack Bench, Cuttack passed the impugned order on 13.08.2015, but the petitioner has preferred this writ petition on 27.12.2016, i.e., after lapse of more than one year, which shows that the petitioner is not vigilant of his own conduct. 5.

Mr. S.K. Samal, learned counsel for the petitioner prays that the matter may be disposed of on merit.

Such a contention is rejected. This Court is not inclined to entertain this writ petition at this belated stage, as the writ petition suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das

(W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021). 7.

Accordingly, the writ petition merits no consideration and the same is hereby dismissed.
