This matter is taken up through Hybrid Arrangement (Virtual/ Physical Mode).

This writ petition has been filed seeking direction on the Police authorities to register the petitioner's F.I.R. and to make the proper investigation. Information as lodged was as regards the writ petitioner's brother who was not traceable. The petitioner suspected something untoward, as his brother is the owner of a big career vehicle. The Police has duly recorded in the station diary on the basis of the said information.

In the connected case, being, W.P.(C) No.1420 of 2013, the State has filed an affidavit through the I.I.C., Bisra Police Station where it has been revealed that on the basis of the said information, Bisra P.S. MMR No.11/2013 was recorded. The said information, according to the Police, was received by FAX message. But on field level enquiry, it came to their knowledge that no person by name of
Jashabanta Sahoo was living in the given address. Moreover, the Police could not gather any materials on such preliminary inquiry to register a specific Police case.

None appears for the petitioner. Even on last occasion, there had been no representation from the petitioner. 5.
