Heard learned counsel for the Parties.

Even though the Writ Petition was filed in the year 2000 and there is pointing out of serious defects in issuing notice to Opposite Party No.4 and steps for substitution vice Opposite Party No.10 has not been taken for twenty-two years. This Court is not inclined to allow the Petitioner to undertake such exercise after long lapse of time, as it will be troubling have serious impact on settling position over twenty years. 3.
It is on this ground and the Petitioner not cooperation taking effective steps at appropriate time, in the meantime two decades have passed. This Court is not inclined to grant further time and dismissed the Writ Petition accordingly.
