1. Learned counsel for the Petitioner states that the representation dated 11th February, 2013 made to the Chairperson of the Western Odisha Development Council (WODC) as well as the Chief Secretary, State of Odisha, who are Opposite Party Nos.2 and 1 respectively) asking for establishment of the Office of the WODC in Western Odisha itself, has not yet been disposed of.

2. In that view of the matter, the Chief Secretary, Odisha (Opposite Party No.1) is directed to hear the Petitioner on a date within the next six weeks, to be intimated to the Petitioner at least 10 days in advance, and after eliciting the views of the Chairperson, WODC, a reasoned order shall be passed thereon by the Chief Secretary not later than 2nd May, 2022. The said order shall be communicated to the Petitioner not later than 9th May, 2022.

3. A copy of this order be communicated forthwith the Chief Secretary as well as the Chairperson, WODC for compliance. The

Court clarifies that it has not expressed any opinion on the merits of the case.
