The writ petition has been pending for nearly 12 years and not even notice has been issued in the present petition. The husband of the Opposite Party who was the employee of the Petitioner State died long ago. Therefore, at this stage, this Court is not inclined to reopen the issues and disturb the prevailing status quo. The writ petition is accordingly disposed of, leaving the questions of law open for decision in some other appropriate case.
