1. By the impugned order dated 1st May, 2002, all that the Central Administrative Tribunal, Cuttack Bench, Cuttack (CAT) had done is requiring the Petitioner to consider the case of the Opposite Party No.1 for any of the vacancies in the post of Stamp Vendor, Kathajodi S.O.; EDMC in Manikghosh Bazar SO and EDMC in Pattapole SO provided he makes an application within seven days. While examining his candidature, consideration had to be given to his past experience 1 as a substitute. The inter-se-seniority of substitute applicants had also to be taken into account.
2. During the nearly 18 years' time during which the present petition has been pending in this Court, there was no stay of the impugned order of the CAT. Therefore, either the impugned order has already been implemented, in which case no further directions are required, or with its non-implementation, the matter has become infructuous.
In either scenario, no interference is called for by this Court. The writ petition is accordingly disposed of.
