1. By virtue of an interim order passed by this Court on 21st January, 2003 the headquarters of Kirimiti Grama Panchayat has remained at Kirimiti and has not been shifted to Kendugada as was proposed by the impugned order dated 8th November, 2002.
2. For almost two decades, the status quo has continued. There has been no attempt by any party to have that vacated.
3. In that view of the matter, while making the stay absolute, the Court directs that in future if there is any move to shift the headquarters, it should be made in accordance with law with due prior notice to all involved.
