Heard learned counsel for the Parties.

The Writ Petition was filed in the year 2003. On entertaining the Writ Petition, the State Authority was directed to take steps for issuing notice by the order dated 30.01.2006. It appears, there was no filing of requisites as of now.

This Court finds, once notice is not issued to the contesting Opposite Parties for over nineteen years, a party must be with confidence and in absolute enjoyment of the decision involved herein and cannot be disturbed almost after two decades. In view of the above, this Court declines to accept the request of the State to provide further time to file requisites to issue notice.

The Writ Petition stands dismissed for no timely step by the Petitioner and further on premises that entertaining such request after almost two decades will be amounting to unsettle the settled position. (Biswanath Rath) Judge Swarna
