Misc. Case No.453 of 2014 and W.A. No.286 of 2014 There is no convincing explanation given for the delay of 155 days in filing the writ appeal. There is also no stay of the impugned order of the learned Single Judge for the last eight years. Accordingly, the delay is not condoned. The Misc. Case for condonation of delay is dismissed. Consequently, the writ appeal is dismissed. However, the question of law arising from the impugned order of the learned Single Judge is left open for decision in some other appropriate case.
