Heard Mr. N. Biswal, learned Counsel for the Petitioner and Mr. S. Jena, learned Standing Counsel for School and Mass Education Department.

Against imposition of penalty by the Authority on the Petitioner in the year 1981, the Petitioner has approached the Tribunal by filing Original Application in the year 2011. Therefore, the Tribunal rejected the same on the ground of delay and laches.

In the above view of the matter, this Court does not find any infirmity in the order passed by the Tribunal so as to warrant interference with the same.

Accordingly, the Writ Petition merits no consideration and the same is hereby dismissed.
