infructuous on account of the passage of time. As far as the challenge to the constitutional validity of Section 16 (3-a) (1-a) of the Orissa Panchayat Samiti Act, 1969 is concerned, it will be open to the Petitioner to raise such challenge as and when any fresh cause of action arises.
