1. Learned counsel for the Petitioners seeks leave to withdraw the present writ petition with liberty to file a fresh representation to the Collector, Bhadrak in accordance with law. If the representation is filed not later than 1st August, 2022 it shall be examined by the Collector, and a reasoned order shall be passed thereon not later than 10th October, 2022, after hearing all the affected parties. It will be open to the Petitioner to seek appropriate interim relief before the Collector. The Court clarifies that it has not expressed any view on merits.

2. The writ petition is disposed of as withdrawn with liberty as prayed for in the aforementioned terms.
