1. The L.C.R. has been perused. It does not reveal that notice was, in fact, served upon the Petitioner before the impugned order was passed. On that short ground, the impugned order dated 30th June 1998 is set aside and R.C. No.600 of 1998 is restored to the file of the Additional District Magistrate, Bhubaneswar for being proceeded with afresh in accordance with law. The Petitioner will appear before the ADM, Bhubaneswar along with a downloaded copy of this order on 1st June, 2022. The R.C. No.600 of 1998 will be disposed of within a period of four months thereafter.
