1. There is an extraordinary unexplained inordinate delay of 12 years 227 days in filing the present CMAPL which has not been satisfactorily explained. Accordingly, the delay is not condoned. The Misc. Case for condonation of delay is dismissed. Consequently, the CMAPL is dismissed.
