Considering the submissions made by the parties and without Order No.

expressing any opinion on the claim of the Petitioner, this Court directs the Opposite Party Nos.5, 6 & 7 to consider the representation at the instance of the Petitioner vide Annexure-5 and take a lawful decision in the matter taking into account the grounds stated in this writ petition so also the documents appended thereto.

The entire exercise shall be completed within a period of two months from the date of communication of an authenticated copy of this order along with a copy of the writ petition by the Petitioner. It is further directed that if the construction process as alleged has not been commenced as yet, there shall be no commencement of such construction till a decision is taken in the matter in terms of the above direction.
