Heard learned counsel for the Parties.

Considering the grounds taken in the Writ Petition as well as in the written note of submission, this Court enters into lots of effort even attempting to find the grounds raised herein whether it has been agitated either in Appeal memorandum or in the argument in the Appeal or even in the argument in this revision before the Revisional Authority. This Court finds none of these grounds being discussed leaving no doubt of the Court to construe the ground raised herein were not available for consideration of either the Appellate Authority or the Revisional Authority.

Petitioner even failed to produce copy of the objection even giving the foundation to such ground in absence of which this Court finds submission on factual grounds not being agitated and argued are not available for being considered in the Writ Court in exercise of power under Article 227 of the Constitution of India. Further for concurrent finding of facts by all the three forums involved here, there

// 2 // is no otherwise scope in interfering in the impugned order in exercise of power under Article 227 of the Constitution of India. 4.
