3. Heard Mr. P.K. Muduli, learned Addl. Government Advocate and Mr. R.K. Rout, learned counsel appearing on behalf of Mr. P.C. Nayak, learned counsel for the opposite party Nos. 4 and 5.
4. Perused the record. The petitioner files this writ petition seeking to quash the order dated 30.05.2013 at Annexure-3, and to issue direction to the opposite parties to declare the petitioner as a highest bidder and allow him to work.
5. Though initially while entertaining the writ petition, on 04.07.2013, this Court granted interim order, but subsequently, in Misc. Case No. 2263 of 2014, the interim order was vacated.
