Heard Mr. J.M. Pattanaik, learned counsel for the petitioner. 3.

The petitioner has filed this writ petition challenging the order dated 20.09.2001 passed by the Central Administrative Tribunal, Cuttack Bench, Cuttack in O.A. No.166 of 1996. 4.

Though the above order was passed by the Central Administrative Tribunal on 20.09.2001, the petitioner filed this writ petition on 19.04.2012, i.e. after lapse of 11 years. Therefore, this Court, vide order dated 17.09.2014 called upon the petitioner to explain the delay of 11 years in filing the writ petition. Mr. J.M. Pattanaik, learned counsel for the petitioner states that he has filed an application for condonation of delay of 11 years in filing the writ petition.

Having heard learned counsel for the parties and after going through the grounds taken in the petition for condonation of delay,

this Court is not inclined to condone the delay of 11 years in filing the writ petition. As a consequence thereof, since the writ petition suffers from inordinate delay and laches, in view of the judgment/order of this Court in State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021), the application for condonation of delay is rejected and the writ petition stands dismissed.
