Mr. S.N.Mohapatra, learned Standing Counsel for School and Mass Education Department submits that they have filed counter affidavit in this case and it has been stated in paragraph-4 of the counter affidavit that the petitioner has expired in the meanwhile, but there has been no substitution filed by her legal heirs.
