1. Having heard learned counsel for the parties, we are satisfied that the prayer made in this application deserves to be allowed without prejudice to the rights and contentions of the parties. The application is accordingly allowed and the parties mentioned in the schedule to the application are impleaded as Opposite Party Nos.5 to 7 to the writ petition.

2. Let the necessary amendment be carried out in the cause title of the writ petition as per the schedule to the application. W.P.(C) No.1222 of 2022

3. The Petitioner's representation dated 22nd November, 2021 shall be examined by the Collector, Sambalpur, and after issuing notice to the Petitioner as well as the newly added Opposite Party Nos.5 to 7 and giving them an opportunity of hearing, a reasoned order shall be passed thereon not later than 19th September, 2022 and the said

order be made available to them not later than 26th September, 2022. The Court clarifies that it has not expressed any view in the matter.
