S.K. Sanganeria, learned counsel for the petitioner and Mr. S. Mohanty, learned counsel for opposite party no.2.

Mr. Subhankar Rout, learned counsel for the petitioner stated that the writ petition has become infructuous by efflux of time.

In view of the above, the writ petition is disposed of as infructuous.
