1. During the 11 years of pendency of the petition, no effort has Order No.

been made to actually effect service of notice on the Opposite Party No.2-workman. This is despite notice having been issued on 16th May, 2011 by this Court, on which date, the operation of Award was stayed.

2. The A.D. card is yet to be received from Opposite Party No.2. In the circumstances, the Court is not persuaded of grant any further indulgence to the Petitioner to effect proper service of notice on Opposite Party No.2 since this is already a 11 years old matter.
