This matter is taken up by video conferencing mode. 2.
Heard Mr.B.Sahoo, learned counsel for the petitioner and Mr.S.K.Samal, learned Addl. Government Advocate. 3.
At the outset, on the oral prayer of Mr.Sahoo, learned counsel for the petitioner he is permitted to implead Civil Supply Officer, Nayagarh as opposite party No.4. Office is directed to make consequential corrections in the cause title. 4.
According to Mr.Sahoo, the petitioner who happens to be a lady is aggrieved by inaction of the authorities in issuing a ration card in her favour though she is eligible to get the card under the Food Security Scheme.

During course of hearing Mr.Sahoo submits that liberty may be granted to the petitioner to approach the Civil Supply Officer, Nayagarh (opposite party No.4) by filing a grievance petition for redressal of her grievances and further prays that a direction be issued to opposite party No.4 to take a decision on the same within a specific time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court
// 2 // grants liberty to the petitioner to approach the opposite party No.4 by filing a grievance petition through registered post along with copy of this order within a period of two weeks hence and in the event such a grievance petition is filed the Civil Supply Officer, Nayagarh (opposite party No.4) is directed to take a decision on the same in accordance with law within a period of four weeks from the date of receipt of grievance petition and communicate the result of such exercise to the petitioner. 7.
The writ petition is accordingly disposed of. 8.
Urgent certified copy of the order be granted on proper application.
